Greetings Delegates,

Welcome to the United Nations Security Council at NIMUN XV. It is an honor to serve as your Chair for a committee that stands at the heart of global diplomacy and decision-making.
Terrorism does not begin in a vacuum. It is planned, funded, armed, and sheltered. Sometimes, its power grows not in hidden camps, but under the protection of states willing to look the other way — or even offer a guiding hand. When nations choose to empower those who operate in the shadows, the consequences are rarely contained. Borders blur. Conflicts spill over. The fight of one region becomes the instability of another.
In this room, you will grapple with a question that has no easy answer: how do we hold the powerful accountable without plunging the world deeper into division? How do we address threats that hide behind the shield of sovereignty?
You are here to represent your nations. But you are also here to recognize when the security of one depends on the stability of all. The delegate who can defend their position while building common ground will be the one who moves this Council forward.
Approach each session with curiosity, openness, and a commitment to constructive dialogue. Debate firmly, but fairly. Remember that the most enduring outcomes are built on mutual respect and genuine collaboration.
