Dear Delegates,

Wars are no longer fought only with soldiers, missiles, and machines. Today, an algorithm can identify a target, a synthetic video can alter perceptions of a conflict, and technology can even begin to alter the capabilities of the soldier itself. The battlefield is changing, and the question of who bears responsibility is becoming harder to answer.

It is our pleasure to welcome you to the Disarmament and International Security Committee (DISEC) at NIMUN XVI, where we will deliberate upon the agenda, “Establishing State Responsibility for the Military Use of Emerging Technologies in Armed Conflict.”

Our discussions will explore artificial intelligence and autonomous weapons, cyber warfare, drones and unmanned systems, deepfakes and synthetic media, biotechnology, and human enhancement, with a central focus on the questions of accountability, human control, and state responsibility that arise from their military use. Delegates will be expected to consider how international frameworks can address these developments while balancing technological advancement, security interests, and humanitarian concerns.

As Chairperson and Co-Chairperson, Bhakti and I hope to create a committee that is engaging, substantive, and open to different perspectives. We encourage you to research beyond the surface of the agenda and understand not only your country’s position, but also the interests and reasoning behind it.
